Né, le 13 novembre 1943, l’ancien Premier ministre du Congo entre 2016 et mai 2021, Clément Mouamba, est décédé vendredi 29 octobre des suites du Covid-19 à Paris, où il avait été évacué il y a plus de deux semaines. Il était âgé de 78 ans.

Après l’annonce de son décès, le Parti congolais du travail (PCT), parti au pouvoir auquel appartenait Clément Mouamba, ainsi que plusieurs personnalités publiques lui ont rendu hommage à travers les différentes plataformes. A l’instar de l’actuel Premier ministre, Anatole Collinet Makosso. « Je perds un repère important », a-t-il déclaré. 

De son coté, Alain Akouala également dit s’être effondré par la disparition du Premier ministre CLément Mouamba. « Homme de dialogue doté d’une grande capacité de travail, je témoignerai toujours son implication dans l’aboutissement du cadre juridique et règlementaire portant sur les zones économiques spéciales au Congo » .

Retour sur sa vie politique

Économiste, cadre de la Banque des États de l’Afrique centrale (BEAC), il s’était engagé à redresser les équilibres macroéconomiques. Peu avant, il avait rejoint le parti au pouvoir après avoir été exclu de l’Union panafricaine pour la démocratie sociale (UPADS), principale formation d’opposition, pour avoir accepté de prendre part au dialogue national ayant abouti au changement de la constitution. Clément Mouamba avait également occupé le poste de ministre des finances, de 1992 à 1993 sous Pascal Lissouba premier président élu du Congo. Depuis 2017, il était également député de la première circonscription de Sibiti, sa ville natale dans le sud-ouest.

Cependant, en dépit des complexités qui trouvent leur terreau dans les jeux politiques, il a su maintenir la cohésion gouvernementale afin de mieux orchestrer la vision du chef de l’Etat, Denis Sassou N’Guesso.

Le patriotisme économique a fait de lui cette personnalité qui a su accompagner le programme de société du chef de l’Etat, « La Marche vers le développement ». Cela a permis de redonner confiance aux investisseurs. Outre cela, la lutte contre les antivaleurs, à travers la bonne gouvernance économique en vue d’assurer un futur meilleur aux congolais.

Toutefois, il faut reconnaître que les finances publiques congolaises n’avaient jamais été aussi chaotiques, après la chute du baril de pétrole en 2014. Sur ce, il fallait absolument diversifier l’économie, en sortant progressivement de la contrainte pétrolière; Pareil en ce qui concerne les investisseurs. Car, avec plus de 110% du PIB de dette, faisant du Congo, un pays peu attrayant aux yeux des investisseurs, le conduisant ainsi à se tourner vers le FMI. De ce fait, compte tenu du contexte, des réformes profondes sur la gouvernance, la corruption, la gestion des ressources publiques ont été engagée avec méthode. Maintenant qu’Anatole Collinet Makosso devient le nouveau locataire de la primature, les réformes engagées par ces derniers pour sortir le Congo de cette crise économique se poursuivront comme s’intitule son nouveau projet de société : « Ensemble, poursuivant la marche ».

Car, force est de constater que malgré tous ces efforts, le nouveau locataire de la primature a encore plusieurs défis à relever, notamment dans le domaine de la lutte contre la corruption, le tribalisme, le phénomène bébés noirs, le chômage des jeunes, les violations de liberté et des droits humains, et de l’amélioration des conditions d’accès à l’eau et à l’électricité dont le phénomène de délestage se répète tout le temps.
