C’est avec un vif intérêt couplé de joie et de fierté que j’ai suivi votre déclaration de politique générale ce 21 Juin 2021. De joie et de fierté parce que vous avez été l’acteur principal en tant que Ministre de la Jeunesse et de l’Éducation Civique à autoriser la dispensation des cours d’éducation civique morale et pour la paix (ECMP) dans les établissements publics et privés.

Ainsi, le point sur l’encadrement de la jeunesse a plus attiré mon attention, car pendant que vous étiez Ministre de la jeunesse, vous vous êtes battus pour impulser une autre forme d’éducation sur les qualités morales, mais qui malheureusement a été annihilée, parce que depuis 2015, vos produits qui ont été formés à l’Institut National de la Jeunesse et des Sports n’ont pas produit d’effets escomptés sur le terrain.

En effet, la montée de l’incivisme, du banditisme grandissant dans nos milieux scolaires et dans nos quartiers, n’est que le résultat de la non application des programmes pour lesquels vous vous êtes battus. En tant que maître de jeunesse et éducateur civique, formé à l’Institut National et des Sports, Promotion 2015, ceci m’interpelle. Par cette lettre ouverte, j’ai l’intime conviction que vous saurez apporter les solutions idoines à ces fléaux. Car, ne dit-on pas que le piédestal d’une nation se repose sur son éducation civique et morale? On aurait pu écarter ces phénomènes si d’avance, les cours d’éducation civique, le chômage des jeunes était pris en ligne de compte. En référence, souvenez-vous de votre allocution de 2015, devant les Directeurs départementaux de la jeunesse et d’éducation civique où vous avez mis l’accent sur l’application des programmes des cours d’éducation civique morale et pour la paix dans les établissements scolaires.

Monsieur le Premier Ministre, le Gouvernement en tant qu’Institution au service de la Société est comme une mère investie de la mission majeure d’éduquer une nation. Ce travail se fait en posant les jalons d’une éducation en bas âge. Comme disait André FOSSARD: «il a été décidé qu’on reparlerait dès les petites classes d’éducation civique, d’honnêteté, du courage, du refus du racisme et d’amour de la République…». En 2011, avec le financement et la coordination de la Commission nationale de lutte contre la corruption, la concussion et la fraude (CNLCCF), le ministère de l’éducation civique et de la jeunesse a su doter deux programmes et guides pédagogiques relativement pour les enfants du collège et du lycée sur la discipline comme ce fut hier avec le mouvement national des pionniers (MNP) dont bien des ministres et cadres sont bénéficiaires.

Il faut noter que ces programmes dont le gouvernement avait produit restent à nos jours non applicables. Près de 10 promotions des maîtres de jeunesses formés pour la circonstance rasent encore les murs en attente d’une prise en compte pour des raisons qui sont propres au gouvernement. Monsieur le Premier Ministre, j’ose croire qu’avec vous l’instauration du cours d’éducation civique, morale et pour la paix (ECMP) sera effective dès la rentrée prochaine 2021-2022, en application de votre déclaration de politique générale. L’éducation à la citoyenneté est aujourd’hui une arme dont se dotent les gouvernements du monde(Finlande, Suisse, Écosse, Rwanda, Éthiopie, Chine) etc… Le but est de donner aux jeunes, les moyens de participer de façon réfléchie et responsable à la vie politique, démocratique, économique et socio-culturelle.

Le combat de la restauration de l’État de droit, lequel vous vous prônez ne passera pas que par la traque des criminels de tout bord. Le développement durable passera par la pose des jalons d’une éducation civique morale et pour la paix dans nos écoles, auprès des élèves à l’âge d’apprendre afin de faire prendre conscience à notre jeunesse de leur importance à participer à la vie saine dans le respect des règles et lois de la République etc…Pour éradiquer ces phénomènes de ‘’BEBE NOIRS, ARABES, AMERICAINS’’ etc et faire assoir une paix véritable au Congo, il faut tenir le taureau par les cornes, en imposant à ces jeunes, une éducation depuis l’école et ceci passe par l’instruction civique. J’ose croire que vous allez prendre en ligne de compte toutes les propositions qui ont été faites en tenant compte de vos parcours ministériels et aujourd’hui Premier Ministre.
